The final account of the Ministry of Education – precise but incomplete

The 2006 final account of the Ministry of Education is consistent with the accountancy law and correspondent regulations. However, auditors from the Supreme Audit Office (SAO) found several violations of the budget rules within it, as the ministry did not present some data on its assets or financial obligations. The inaccuracies are worth CZK 13 million altogether.
The audit followed a previous one (No. 06/21), which focused at the 2005 final account of the Ministry of Education. Subsequently to the previous audit findings, a set of corrective measures has been introduced. Few on-going imperfections were revealed during the audit of the current accomplishments.
“The ministry did well to eliminate a significant part of the previously found insufficiencies, although the accountancy and inventory did not correspond with the accountancy law to the exact. For example, data on the academic sports centre in Prague-Břevnov were not included into the submitted account,“ said František Dohnal, president of the SAO.
In the incomplete supplement to the 2006 final account, the information of financial bonds that emerge from pleas was omitted, and the claims against the ministry have been estimated at CZK 5 million. The active debts worth CZK 2,5 million or prosecuted clams were not mentioned in the account either.
The audit operation was included into the 2007 Audit Plan of the SAO under No. 07/26. Jaromíra Steidlová, Member of the SAO Board, controlled the operation and drew up the audit report as well.
